In June 2026, the Qazaq Nuclear Frontline Coalition (QNFC) published a policy paper, “From Harm to Justice: A Needs-Based Assessment of Nuclear-Affected Communities in Kazakhstan and Policy Pathways for Implementing Articles 6 and 7 of the TPNW.” Written by Aigerim Seitenova and Yerdaulet Rakhmatulla, Co-Founders of the Qazaq Nuclear Frontline Coalition (QNFC), the рaper addresses the humanitarian, environmental, and intergenerational consequences of nuclear testing in Kazakhstan shaped by lived experience, community knowledge, and commitment to nuclear justice. The paper also examines the implementation of the Treaty on the Prohibition of Nuclear Weapons’ provisions on victim assistance and environmental remediation, as contained in Articles 6 and 7. The authors provide their assessment of the feasibility of the international trust fund as a means of achieving victim assistance and environmental remediation.
The study features an interview about the international trust fund with our Policy and Advocacy Director, Christian N. Ciobanu. Christian has worked in close collaboration with the Co-Chairs of the Informal Working Group on Articles 6 and 7, Kazakhstan and Kiribati, and our President, Ivana Hughes, has extensive research experience on this topic, some of which is highlighted in the Norwegian People’s Aid report “Is it Safe? A Framework for Assessing and Addressing the Ongoing Humanitarian and Environmental Consequences of Nuclear Testing.” In 2024, we co-organized an international youth forum on nuclear justice with QNFC and other partners.
The study helps to gain an in-depth understanding of the ongoing legacy of nuclear harm in Kazakhstan and the importance of nuclear justice, especially through the Treaty on the Prohibition of Nuclear Weapons, as well as the forthcoming international meeting on victim assistance and environmental remediation.
The International Campaign to Abolish Nuclear Weapons is hosting a webinar with the authors to launch the study on July 2nd, at 12pm UTC. Please find further details here.
